Safeway (and it’s affiliates) updated their coupon policy on 6/7 and there are some really great points that I wanted to highlight for you.
4. Coupons cannot be applied against the free item received in any offer where a customer buys one or more items to get one or more items free.
My store doesn’t let me use a coupon on a free item anyway so I don’t include this in my matchups. However, if your store allows this, they may start refusing them.
8. Safeway will accept valid manufacturer coupons that display another retailer’s logo or name.
This means you can use manufacturer coupons with a Target logo on them!
9. Safeway will accept valid Catalina manufacturer coupons that are issued to a customer by another retailer.
All those Catalina coupons that you get at Target, HEB and other grocery stores are now accepted at Safeway! Also, this should include Walgreens Register Rewards. Julia at The Frugal Find reports first hand that this does work.
21. Internet and digital coupons that have been electronically loaded to a Safeway Club Card are automatically redeemed at the time of purchase after the club card number has been entered. All other coupon policies above apply to electronic coupons that are loaded to a club card.

Since many of these changes are new, I would advise printing the coupon policy and taking it with you when you shop.

I don’t think you can do that because those are store coupons, not manufacturer. However you can use manu coupons with the Target logo.

Anyone have problems at Randalls (Safeway) buying clearance merchandise and using coupons? I tried to buy some meat last week that was in the reduced bin and had a $1/2 coupon for the Hilshire Farms sausage that was marked down. The store manager was a real ##***@%^*&%^ and was extremely rude saying “You are already getting it on sale why should you be allowed to use coupons too!!” and refused to take my coupons. I called corporate and they sent me a policy that had one item that said coupon usage was up to the managers discretion. I won’t be shopping in that store ever again!!
When you load you coupons on to your club card can you use the coupons for the item only once?
They updated the policy again, you can’t use RR anymore.
