This is a fun, no sewing necessary barrette tutorial. It shows you how to make fabric covered barrettes. The ones in the tutorial are adorned with buttons but you could probably decorate them with anything.
I think you could do the fabric very inexpensively. Since very little fabric is required you could use clothes your kids have outgrown, very wide ribbon or even buy a very small amount at the fabric stores. I think this would be a very frugal way to transform some ordinary barrettes into really cute accessories.

Love them! Though for little little ones, buttons on barrettes isn’t a good idea! For my daughter’s age, these would be perfect though!
